Dr. Seth E. Hollar
CEO AND CO-FOUNDER
Dr. Seth E. Hollar is the co-founder, CEO, and Chief Technology Officer of WISER Systems, Inc., where he drives strategic growth and oversees the development of scalable real-time location solutions for manufacturing and supply chain management. Under his leadership, WISER Systems has achieved sustained revenue growth.
An expert in ultra-wideband (UWB) technology, Dr. Hollar has led the creation of a comprehensive solution encompassing PCBA design, firmware for low-power, high-reliability applications, back-end data processing, and front-end visualization. He holds multiple patents in real-time tracking and has served as Principal Investigator on various R&D grants, including USDA and Army SBIR projects.
Dr. Hollar’s experience includes serving as Associate Director of the Engineering Entrepreneurs Program at North Carolina State University, where he also manages autonomous vehicle microtransit research. His technical background spans MEMS and nanotechnology as a Toshiba Fellow in Japan and aerospace engineering at Lockheed Martin, contributing to the Mars Surveyor Program and the Stardust missions.
He earned his Ph.D. and M.S. in Mechanical Engineering from UC Berkeley and a B.S. in Electrical Engineering from MIT. His innovations include developing solar-powered microrobots and co-inventing a platform for distributed sensor networks (TinyOS).

Logan Maxwell
DIRECTOR OF PRODUCT SOLUTIONS
Logan Maxwell is an accomplished product solutions professional with extensive experience in real-time locating systems (RTLS). He plays a critical role in helping customers across diverse manufacturing environments implement WISER’s precise tracking and locating solutions tailored to their unique needs. Logan has successfully deployed WISER RTLS systems worldwide, supporting applications that range from delicate processes in contact lens solution production to heavy industrial uses, such as tracking 20-ton excavators. His expertise spans the full spectrum of RTLS implementation—from initial system design and integration to on-site installation and ongoing support—ensuring optimal performance and accuracy for every application.
Logan is dedicated to advancing innovation and operational efficiency within the rapidly evolving RTLS technology landscape, helping companies achieve smarter, more efficient production workflows.
He holds a Bachelor of Science in Chemical Engineering from North Carolina State University.

Andy Kerfonta
DIRECTOR OF ENGINEERING
Andy is the Director of Engineering at WISER and a Senior Software Engineer with extensive experience in software startups. Throughout his career, he has played key roles in engineering, sales, product development, and fundraising. As a co-founder of Transdata Solutions, he helped raise $700,000 in funding and served as both the technology lead and Chief Product Officer, driving innovative solutions.
At Astoria Analytics, Andy created the SocialRisk global conflict mapping SaaS—an innovative tool for visualizing and analyzing global conflicts. His work included high-profile presentations to a United Nations committee and the government of Peru, demonstrating the platform’s potential to address complex geopolitical challenges.
After joining WISER, he was instrumental in architecting and developing both the back-end server and the front-end mobile application. His expertise also extends to embedded development, honed at Western Carolina University’s RAPID Center, where he worked on advanced manufacturing technology applications.
Andy holds a B.S. in Electrical Engineering from North Carolina State University and an M.S. in Technology from Western Carolina University. Outside of work, he enjoys coffee, long-distance running, and exploring artificial intelligence.

Liz Hollar
DIRECTOR OF FINANCE
Liz serves as the Director of Finance at WISER Systems, where she leads financial strategy and accounting. She excels in all aspects of finance, from data and financial analysis to building strong relationships with key stakeholders—including purchasing departments, vendors, and investors. With a global perspective honed through experience in the U.S., Europe, and Asia, she has driven growth and innovation in the biotechnology and high-tech industries.
Her prior roles include co-founding a startup focused on ergonomic software, managing mergers and acquisitions and market strategies for a major biotech firm, and consulting in the telecommunications and healthcare sectors.
Liz holds a Master’s degree in Technology and Policy from MIT and a Bachelor’s in Microbiology, also from MIT. She has published articles and co-authored patents. Known for her problem-solving skills and exceptional communication, Liz brings creativity and dedication to every project.

Anthony Rotoli
CHAIR OF THE BOARD
Anthony Rotoli is a seasoned executive and governance expert with over 30 years of experience leading high-growth SaaS and technology companies. Known for his strategic leadership, Anthony has a proven track record in scaling businesses, driving corporate transformation, and executing successful exits.
As Chair of the Board at WISER Systems, Anthony leverages his deep expertise in operational excellence, digital transformation, and market expansion to guide the organization’s strategic direction. Throughout his career, he has consistently delivered shareholder value by fostering innovation, improving operational efficiency, and building diverse, inclusive corporate cultures.
Anthony’s experience spans multiple industries, including EdTech, FinTech, Supply Chain, AI, and SaaS. He has held leadership and advisory roles across numerous companies and boards, including Ocelot, Terra Dotta, and ESM Solutions, where he led transformative growth initiatives and supported successful acquisitions.
Anthony is committed to advancing WISER Systems’ mission, combining his insights from years of corporate leadership with a focus on innovation and long-term value creation.

Elaine C. Rideout, Ph.D.
BOARD MEMBER AND CO-FOUNDER
Dr. Rideout is a career entrepreneur with more than 25 years of experience conceiving innovative ideas and moving them from abstraction to execution. She has founded and supported dozens of startups, raising more than $100 million to capitalize her business and nonprofit ventures, and employing skills that range from startup planning to product sales to executive management. A former economist, she served as founding executive of the Thrift Savings Plan for federal employees and the Federal Retirement Thrift Investment Board. She holds an MPP from University of Michigan’s Ford School of Public Policy and a Ph.D. in Psychology-Entrepreneurship from NC State University, where she is a Kauffman Fellow, a Kauffman Emerging Scholar, and an Adjunct Professor. She has authored 3 books, over 20 journal articles, and a comparable number of technical reports and white papers on topics in technology, entrepreneurship and university innovation.

Jeffrey G. Shelden, P.E.
BOARD MEMBER
Jeffrey serves as Chairman, Board of Directors of WISER Systems, Inc. He’s a Vice President with Moffatt & Nichol, a global infrastructure advisory firm. He has worked with M&N for almost 32 years, advancing from a staff engineer to currently leading M&N’s internationally respected Coasts, Water and the Environment Practice. He is also engaged in corporate strategy and client outreach for the company. Mr. Shelden has been instrumental in helping to grow M&N from a three-office operation with less than 70 employees to its current position as an ENR top-100 design firm with over $100M in net revenues. Today the company has 800 employees in 34 offices in seven countries. Over the course of his career at Moffatt & Nichol, Mr. Shelden has led a number of major award-winning transportation, energy, and environmental design and development projects around the world, including the “Changing Course Lower Mississippi River Delta Design Competition,” the “21st Century Waterfront” urban development project in Chattanooga, Tennessee, and the San Francisco–Oakland Bay Bridge. He is a graduate of the University of Virginia and NC State University.

Margaret A. Hostetler, MBA
BOARD MEMBER
Margaret serves as Vice President of Governmental Affairs for WISER Systems, Inc. She is a retired federal government executive and 30-year veteran of Capitol Hill. During her tenure on the Hill she served on both House and Senate committees, including the House Committee on Ways & Means, the House Budget Committee, and as Fiscal Counsel to Senator Bill Roth during his Chairmanship of the Senate Government Affairs Committee and his time as Senior Senator on the Senate Finance Committee. Most recently, she worked for Chairmen Paul Ryan and Kevin Brady at the Ways and Means Committee, crafting several bills that became law. In 2007, President George Bush appointed her as Deputy Commissioner for Legislation and Regulatory Affairs to the Social Security Administration. Working with the Department of Homeland Security, the U.S. Treasury and the Department of Health and Human Services, she helped enact legislation to aid in the fight against terrorism, improve immigration enforcement and create electronic health records. She received her MBA from The Wharton School of Business.
